Hepatitis C Treatment Expansion Initiative Demonstration Sites

Total Grant Amounts: Approximately $1,220,000 is expected to be available annually to fund up to 15 grantees.

The Special Projects of National Significance (SPNS) Program is authorized by Title XXVI of the Public Health Service (PHS) Act as amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (Ryan White Program). The Program is authorized to award grants to public and nonprofit private entities, including faith based and community based organizations, to carry out the objectives of the law. This SPNS Program Competitive Application Guidance is provided to assist applicants in preparing a request for funding to implement the fiscal year (FY) 2010 Hepatitis C Treatment Expansion Initiative Demonstration Sites in FY 2010.

This Guidance contains instructions for completing a comprehensive application response. It also provides information on completing the application form, preparing the budget, and developing the narrative sections of the application. Applicants must apply through www.grants.gov, using the Application Forms SF-424 to prepare the application.

The SPNS program, which is administered by the Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau (HAB), is part of the Ryan White HIV/AIDS Program. One of the principal purposes of the SPNS program is to quickly respond to emerging needs of individuals receiving assistance under the program. The SPNS program places great emphasis on the legislative mandates to assess the effectiveness of models of care and promote their replication. The Hepatitis C Treatment Expansion Initiative will award funds for up to two years to support organizations funded under the Ryan White Program to implement and evaluate interventions designed to provide Hepatitis C (HCV) treatment in the context of Ryan White-funded HIV primary care. HCV treatment is currently underutilized due to both resource and capacity issues. The primary focus of this initiative is to implement and evaluate successful HCV treatment modalities into Ryan White-funded HIV medical care settings. In order to expand HCV treatment, the HIV/AIDS Bureau will highlight recommended components of treatment programs and provide funding to Ryan White-funded organizations to test their effectiveness through demonstration models.
Applicants must include a plan to compile lessons learned and best practice models that can be shared with Ryan White grantees and other HIV medical providers to improve access and quality of Ryan White services for HIV patients. Applicants must also include a sound plan for disseminating complete documentation of their best practice model to the HIV/AIDS Bureau and nationally to the Ryan White community for the purpose of replication and integration.

The SPNS program will provide funding for Federal fiscal years 2010-2011 with an anticipated start date of September 1, 2010. Approximately $1,220,000 is expected to be available annually to fund up to 15 grantees. Funding beyond the first year is dependent on the availability of appropriated funds for the SPNS Program in subsequent fiscal years, grantee satisfactory performance, and a decision that continued funding is in the best interest of the Federal government.

Funds are expected to be available to fund up to fifteen demonstration sites for a 2-year grant period, with a maximum grant award of $80,000 per site/per year. Applicants are encouraged to apply for a 2-year project period.

HRSA is requiring applicants for this funding opportunity to apply electronically through Grants.gov. All applicants must submit in this manner unless the applicant is granted a written exemption from this requirement in advance by the Director of HRSA’s Division of Grants Policy. Grantees must request an exemption in writing from DGPWaivers@hrsa.gov, and provide details as to why they are technologically unable to submit electronically though the Grants.gov portal. Make sure you specify the announcement number for which you are seeking relief, and include specific information, including any tracking or anecdotal information received from Grants.gov and/or the HRSA Call Center, in the justification request. As indicated in this guidance, HRSA and its Grants Application Center (GAC) will only accept paper applications from applicants that received prior written approval. Applicants must submit proposals according to the instructions in Appendix A, using this guidance in conjunction with Standard Form 424 Research and Related (SF-424 R&R).
